Sending goods, and sending goods with responsibility
The two words are used as though they mean the same thing, and quotations are compared as though they cover the same work. They do not. Forwarding is a part of the shipping process — the movement of goods from one place to another. Freight forwarding is the management of the entire shipment, origin to destination.
The difference shows up when something goes wrong. A price that only covers the truck is cheaper than a price that covers the truck, the paperwork, the clearance, the storage and whoever has to answer the phone at 2am.

Anything crossing a border, or anything where one party should be accountable end to end.

What to check before comparing two prices
The question that makes quotations comparable
Which of these lines is in the price, and who is liable when one of them fails?
Customs clearance is the clearest test. In Malaysia it must be filed by a licensed forwarding agent — NL holds Customs forwarding agent licence PF0247 under Section 90 of the Customs Act 1967. If a quotation does not include clearance, that work has not disappeared; it has been left with you. Ask what the price covers before comparing it with another.
